With the recent approval of the City of Barrie’s new Official Plan, the next step is for the city to develop city-wide urban design guidelines.

The urban design guidelines need to be updated to align with the new Official Plan and to complement the new zoning bylaw, which is currently under development.

Established in 2012, the current guidelines set design principles for intensification of areas and tall buildings. The draft city-wide guidelines set design principles for new construction and streetscapes throughout the city, fostering excellent design and consistently encouraging high-quality sustainable, safe, functional and attractive development.

The draft city-wide urban design guidelines were guided by the feedback received from public consultation and stakeholder engagement during the development of the Official Plan. Throughout consultation, the community consistently voiced the need for a higher standard of urban design in developments throughout the city.

The first working draft of the proposed urban design guidelines includes the following:

  • Area-specific guidelines:

    • Urban Growth Centre, Strategic Growth Areas, Major Transit Stations Areas, Historic Neighborhoods, Non-Industrial Employment

  • Site and building design by building type (High-rise, Mid-rise, Low-Rise, Flex, Rowhouse) and building uses (Residential, Mixed-use, Retail, Commercial, Employment, Community Hub)

Residents, businesses, developers, and any other stakeholders are invited to review the draft document and share their feedback by:

Comments on the first draft are due by June 16, 2023.

This fall, after feedback from the first draft has been incorporated, a second draft of the proposed urban design guidelines will be shared and further feedback will be collected. A staff report with the final new guidelines is planned to be presented to the council by the end of 2023 for consideration and endorsement.
